Principles of Cultural Competency and the Implications for Western Evaluators Using the Program Evaluation Standards in Chinese Cultural Context

The importance of cultural competence permeates all phases of evaluation since culture shapes how evaluators conceptualize questions, collect, analyze, and interpret data, and report evaluation results. This paper aims at enriching the understanding of Chinese culture from the perspective of Confucianism for the Western evaluators so that they may work efficiently in the Chinese cultural context. To avoid a general discussion, the author focuses on three subsets of the Program Evaluation Standards (3rd Edition), i.e., U4 Explicit Values, P2 Formal Agreements, and P3 Human Rights and Respect, in order to make an in-depth analysis of the cultural competence that the Western evaluators are expected to have to work in the Chinese cultural context. To this end, this paper compares the differences in Chinese and Western values, legal tradition related to entering into and implementing evaluation agreements, and the way in which people show respect. Finally, this paper provides some suggestions for the Western evaluators on how they may enhance their cultural readiness and achieve success in finishing their evaluation projects in China.

Finding Our Way – Cultural Competence and Pakeha Evaluators

Practitioner competence is a critical ingredient in the development of a robust, valid and equitable evaluation. In Aotearoa New Zealand the evaluator competencies identify cultural competence as a core capability. There are some particular challenges that P?keh? (New Zealand European) evaluators face in developing this competency. In grappling with these complex challenges, and in the absence of a pragmatic and systematic way of responding, the writers discuss the use of a heuristic they have developed that may aid enquiry and support evaluators to work in a culturally responsive manner. Three case examples are presented for applying the heuristic in practice. The benefits of, and insights from, using the heuristic are discussed.

Culturally Competent Evaluation for Aboriginal Communities: A Review of the Empirical Literature

Much of program evaluation is concerned with understanding and improving social programs so that they are ultimately more responsive and more reflective of program participant needs. At the same time, these programs exist and are embedded within specific social, cultural and historical contexts which impact program development, implementation, and eventual outcomes. Evaluations that attempt to address responsiveness to contextual and cultural specificity are often referred to as culturally competent, culturally responsive, inclusive, multicultural, or cross-cultural, among other terms. While there are no agreed upon terminologies, definitions, or even methodologies, what these approaches all share is the recognition that culture and context matter, and that there are no universally agreed upon rules or abstractions that can be applicable in all contexts (Guba & Lincoln, 2005). The recognition of culture and context thus becomes ìan explicit criterion rather than an unspoken expectationî (SenGupta, Hopson, & Thompson-Robinson, 2004, p. 15) in evaluations of this type
